    Maple Forest Roadside Refuse Collection

NOTICE OF PUBLIC HEARING

ON PROPOSED SPECIAL ASSESSMENT

 

10-05-2021

 

          NOTICE IS HEREBY GIVEN that a public hearing will be held before the Maple Forest Township Board on the 19th day of October, 2021, at 6:00 o'clock P.M. at the Maple Forest Township Hall, 8996 North Sherman Road, Grayling, Michigan.

          The purpose of the hearing will be for the Township Board to meet and hear objections to the Plans For Special Assessment District No. 2.  The said special assessment improvement is the disposal of waste and roadside collection and disposal of garbage and rubbish in the Township. This is a 5-year special assessment.  The Plans, including an estimate of cost, are on file with the Township Clerk for public examination.

          The description of the proposed Special Assessment District is the following:

 

The properties to be specially assessed and thus included within the Special Assessment District shall consist of the following two categories:

 

a.       All improved parcels of land within the Township, that is, all parcels within the Township which are designed and improved to be used for residential or commercial purposes, and which are actually used for such purposes at any given time.  In the case of multiple family dwellings, such as apartments or duplexes, or in the case of there being more than one residential structure on a given parcel, each separate living unit shall be considered an assessable parcel.  Any improvements that are constructed or moved onto any property during the existence of the Special Assessment District will be assessed commencing when the construction or move is completed.

 

b.       All unimproved parcels of real property within the Township.

 

Costs will be as follows:

 

Improved properties:  $204.00 per year (billed on winter tax statement only). For 5 years.

Unimproved parcels:   $ 13.00 per year (billed on winter tax statement only). For 5 years.

PLANS FOR SPECIAL ASSESSMENT

DISTRICT NO. 2

 

 

          Maple Forest Township proposes to carry out the following improvement and to create a Special Assessment District and to pay the entire cost of the improvement by assessments against the property especially benefited by the improvement, all as authorized and in compliance with Michigan Compiled Laws 41.721 et seq.

 

1.       Description Of Improvement:  The disposal of waste and the roadside collection and disposal of garbage and rubbish on a weekly basis.

 

2.       Proposed Special Assessment District:  The properties to be specially assessed and thus included within the Special Assessment District shall consist of the following two categories:

 

a.       All improved parcels of land within the Township, that is, all parcels within the Township which are designed and improved to be used for residential purposes, and which are actually used for such purposes at any given time.  In the case of multiple family dwellings, such as apartments or duplexes, or in the case of there being more than one residential structure on a given parcel, each separate living unit shall be considered an assessable parcel.  Any improvements that are constructed or moved onto any property during the existence of the Special Assessment District will be assessed commencing when the construction or move is completed.

3.       Estimated Cost:  The estimated cost to be assessed to each parcel within the district under paragraph 2.a. above shall be the sum of $204.00 per year for 5 years of the assessment.  The entire estimated cost of the improvement is the sum of $1020.00.

 

The estimated cost to be assessed to each parcel within the district under paragraph 2.b. above shall be the sum of $13.00 for 5 years of the assessment.  The entire estimated cost of the improvement is the sum of $65.00.

 

4.       Payment Of Assessments:  The assessments shall be payable in installments, the first of which will be due at the same time as the 2021 winter tax bill is due and each subsequent installment will be due at 12 month intervals thereafter.

 

5.       Liens And Penalties:  Assessments shall constitute a lien on the assessed property.  Any installment not paid when due shall be considered delinquent and there shall be collected a penalty of one (1%) percent per month or fraction thereof, until paid.

 

6.       Term:  The improvement shall commence in January, 2022 and continue until December 31, 2026.
